LETTER TO SUPERINTENDENT On September 14, 2009 the Fraternal Order of Police sent a correspondence to Superintendent Riley and Deputy Chief of Operations Kirk Bouyelas urging the immediate end to mandatory 12 hour shifts for district personnel. In that correspondence, the FOP cited the Superintendent's statements in his initial request for funds, the natural decrease in crime expected during the months of September and October, and the effect of an H1N1 pandemic potentially made worse by fatigue-reduced natural resistance of officers who have been working over 60 hours per week since early July.

MEETING REMINDER
Our September 2009 meeting will be held on Thursday, September 10, 2009 at Our Lady of the Rosary School Cafeteria, located at 1342 Moss St. Entrance and parking is available off Esplanade. Dinner will be served at 6:30PM, and the meeting will begin at 7:00PM. Chef John Schluter will be serving shrimp pasta, salad and dessert. As always, liquid refreshment will be available throughout the evening. All members are urged to attend. FLU SEASON
With the advent of flu season and the potential for an H1N1 (Swine Flu) pandemic, the Fraternal Order of Police has purchased a quantity of Germ-X brand, individually packaged, anti-bacterial wipes, which will be made available to NOPD street-level personnel. We have enough of the product on-hand to provide each district and the Special Operations Division with five (5) 100-count boxes of the wipes. Lesser quantities will be available to other NOPD units as needed. The anti-bacterial wipes will be distributed at our FOP General Membership meeting (see above). Each commander is requested to send a representative to the meeting site between 6PM -7PM on Thursday, September 10, 2009, to pick up the product. Additional quantities of the anti-bacterial wipes will purchased by the FOP throughout the flu season, as the need arises.

Passing of Sgt. Manual Curry |
It is with great sadness and a heavy heart that I bring the news of the passing of a beloved and long time member of the New Orleans Police Department and the Fraternal Order of Police.
Sergeant Manuel R. Curry, 84 years old, passed away this morning after surgery. He fought a great battle, but was called to service on a higher plane. Please keep his wife of over 50 years and his family in your prayers and thoughts as they go through these trying times.
At the time of his death, Manual was an active police Sergeant Major with the New Orleans Police Department, assigned to the 6th District. He has served our city for over 62 years.
Funeral arrangements will be announced as soon as they are completed.

CONGRATULATIONS CAPTAIN DEAN
Earlier today Superintendent Warren Riley of the New Orleans Police Department promoted Henry Dean, President of the Fraternal Order of Police, Crescent City Lodge, to the rank of Captain and assigned him to the Office of Policy and Planning. Also promoted to Captain at this morning's ceremony was Lt. Simon Hargrove. Simon is the President of the Black Organization of Police, and a member of the Fraternal Order of Police. Simon will remain in his present position as commander of the Electronics Division (Radio Shop).

FEDERAL INVESTIGATIONS There are at least three ongoing federal investigations that potentially involve members of the New Orleans Police Department. Several NOPD officers have been contacted by federal agents (FBI) to give statements regarding these investigations. The Fraternal Order of Police will take this opportunity to remind our members of their absolute right to be represented by an attorney when providing a statement to any investigator, including agents of the FBI. Further, members have a right to a reasonable period of time in which to secure an attorney, before giving a statement. Members of the Fraternal Order of Police, covered by the FOP Legal Defense Plan, will be provided an attorney from the moment the member is contacted regarding any investigation, interview, interrogation, or subpoena to appear, whether the member is to be questioned as a target or as a witness. If any member is contacted by the FBI, or any other federal agency; by NOPD Public Integrity Bureau, by the District Attorney's office, or by district ranking personnel in regards to an investigation, that member should immediately

UPDATE ON LIEUTENANT'S EXAMINATION
On Monday, May 18, 2009, the Civil Service Commission again discussed the recent Lieutenant's examination at their monthly Commission meeting.
As most already know, the Fraternal Order of Police and the Police Association of New Orleans had suggested the creation of an additional Lieutenant's position within the New Orleans Police Department to mitigate the damage that may be caused by two officers having retaken the video portion of the examination. According to Lisa Hudson, Director of Civil Service, Superintendent Riley declined to fund that additional position.
At Monday's meeting, Civil Service staff again suggested the second test results for the candidates who had been allowed to retake the video portion be counted. According to those scores, one candidate did not improve his placement in the banding system, and the second candidate improved his position from band seven to band four.
When given an opportunity to comment on the suggestion, The Fraternal Order of Police stated that the test results should not be held up any longer, and that the final list for promotion to the rank of Lieutenant should be released immediately. Further, the Fraternal Order of Police reserved the right to litigate the issue if it felt any members were disadvantaged by the Civil Service Commission's decision.
