MEETING REMINDER The next meeting of the Fraternal Order of Police, Crescent City Lodge, will be held on Thursday, January 14, 2010 at Our Lady of the Rosary School Cafeteria, located at 1342 Moss Street, in New Orleans. (Entrance and parking off Esplanade Avenue). A buffet-style dinner will be served beginning at 6:30PM, with the meeting scheduled to begin at 7:00PM. Liquid refreshments will be available throughout the evening. Meeting Agenda Political Candidates. We expect several candidates for mayor, city council, and other offices to appear and address the membership. Ms. Jean Anderson of the City of New Orleans Insurance Department has been invited to attend our meeting and address our membership concerning changes in the City's Hospitalization policies as a result of the announced budget shortfall. Scholarship Drawing. We will draw for a total of six scholarships valued at $500.00 each. HEALTH INSURANCE INCREASE The City of New Orleans has announced an increase in hospitalization amounting to $40.00-$45.00 per month, effective on January 1, 2010. Active NOPD employees were notified via teletype bulletin on October 26, 2009 that health care premiums would increase by $20.00 per pay period. This increase will amount to $43.33 per month. Retirees will see hospitalization premiums increase by $40.00 per month, across the board. Because the NOPD Pension Board was notified of this increase too late to effect the January 2010 pension checks, the premium increase will show up as a $50.00 added deduction from the February, March, April and May 2010 pension checks. Beginning in June 2010, the deduction increase will be reduced to $40.00 per month. Attached to this email are the 2010 Deduction Rates for Retirees based on age and circumstances, and a copy of the 2010 United Healhcare Choice Plus Plan summary sheet for Medical, Dental and Vision plans. The summary sheet shows deductible amounts, out of pocket expenses, and co-pays for various services. Ms. Jean Anderson, Director of the City of New Orleans Insurance Department, has been invited to attend our January 2010 FOP meeting to explain changes to our health care coverage and to answer questions from our members. The City of New Orleans Health Care Plan open enrollment period has been extended to January 14, 2010. During open enrollment, members may add or drop dependents, terminate coverage, or have deductions declared pre- or post- tax. WORKING OUT OF CLASS It has come to our attention that there may be numerous officers currently "working out of class" without proper compensation. It is our intention to address this issue with the Civil Service Commission in the coming months. If you are "working out of class" and are not being compensated at the higher rate, we urge you to contact FOP attorney Eric Hessler at (504) 234-3738 and inform him of your situation. You may be, or may have been, "working out of class" if one or more of the following applies: You replaced an officer of higher rank when you attained your present position. You were replaced by an officer of higher rank when you left your previous position. You are responsible for the supervision of officers of equal or higher rank. You may institute disciplinary action against an officer of equal or higher rank. You approve furlough requests for officers of equal or higher rank. You set work schedules for officers of equal or higher rank You sign forms 105 as a commanding officer. Civil Service Rule III, Section 4 states "...whenever a regular employee occupying a position in a non-exempt classification is required by the appointing authority to temporarily perform, on a full-time basis, duties in a vacant full-time position of another classification having a higher pay grade, the employee shall be entitled to receive additional compensation...".
